Air Capabilities:


NATO Senior Air Capability Analyst/Planner/SME

From 2013-2015, DOTMLPFI (A Division of HUBZone HQ) provided Senior Air Capability Analyst/Planner/SME support to NATO Allied Command Transformation (ACT) in the SHAPE C2DS CIS Branch Air COI in Mons, Belgium.   DOT’s activities in support of the Air COI included capability capturing activities related to the incremental development of Bi-SC AIS Air C2IS, the development of the Air C2 Capability Implementation Plan (CIP), the development of the CP addressing NATO Air C2 Services, the further development of the Air C2 Reference Architecture, the development of detailed NATO JFAC augmentation and training plans as tasked by IMS, and the development of Air C2 capability requirements related to the Single European Sky ATM Research (SESAR) initiative and Next Generation (NextGen) for US air traffic services.

CP Coherence Architect

From 2017-2018, DOTMLPFI (A Division of HUBZone HQ) provided CP Coherence Architect (Operational Systems Architect) support to NATO ACT’s Ballistic Missile Defence (BMD) Programme team in Headquarters Supreme Allied Commander Transformation (HQ SACT) in Norfolk, VA, resulting in the implementation of the BMD capability package, delivering Battle Management Command, Control, Communication and Information (BMC3I) for the NATO Command Structure.

DOT’s activities in support of the BMD Programme Team included the development and execution of an approach to conduct the analysis for the assessment of the overall coherence of existing capability packages and tools dealing with BMD in order to address risks of duplication, potential gaps and opportunities for efficiency, and synergies in comparison with the BMD/TBMD requirements.  DOT’s CP Coherence Architect created such products as the CP Coherency Report, Architecture Terms of Reference, and Architecture templates and training documents. 

Integrated Air and Missile Defence (IAMD)

Since 2018, DOTMLPFI (A Division of HUBZone HQ) has supported Integrated Air and Missile Defence as part of NATO ACT’s DCOS Capability Development (CAPDEV) Division at Headquarters Supreme Allied Commander Transformation (HQ SACT) in Norfolk, VA with one Interim Programme Director (Senior Capability Engineer) and continues to support with one Requirements Management Repository Expert and one Capability Architect.

The Interim Programme Director supported the preparation, planning, execution, and assessment of ACCS-related tasks and activities, from ACO to ACT, during the implementation of the new Peacetime Establishment (PE) in Mons. The Requirements Repository Management Expert has led drivers needed to improve requirements management, including: a) several International Board of Auditors for NATO(IBAN) reports; b) the Software Intensive Task Force report; c) the Requirements IPT tasking for Air C2 requirements; d) NATO Command Structure (NCS) adaptation and derived internal strategic objectives and functional concepts.

Together the team has performed such activities as

  • Supported the IAMD Programme Manager contributing to enable a holistic Air C2 / IAMD capability development across all DOTMLPFI aspects.
  • Supported the management of Air C2 / ACCS Capability Programme and Project Plans.
  • Contributed to the acceptance testing and documentation of ACCS related capabilities.
  • Supported the development of Air C2 related capability architectures and the development of Joint Air C2 (including BMD) capability requirements and their elicitation.
  • Development of and regular updating of an Excel database of Capability Architecture references for guidance in the development of future capabilities.
  • Provided advice, answered questions, and described practical application on how to apply and use architecture processes, tools, methodologies, and standards for developing any architecture, to include Operational Architectures (Organizational, Capability, Process), and System Architectures (Hardware, Software, Services, Data etc.,), and Data Model architecture (Enterprise Architecture etc.).
  • Contributed expertise to the capability development lifecycle planning process, including roadmaps to help realize the implementation of ACCS and Air C2 projects. i) Act as the ACT interim ACCS Programme Director/Project Coordinator. j) Travel to meetings and conferences both within and outside NATO’s boundaries for 50 days per year.
  • Collection, analysis, definition, setup and start partial (initial) population of a comprehensive IAMD Requirements Management Repository (for Architectures, Processes, Information products and requirements for systems supported, including ACCS),

In 2019, NATO requested a surge Capability Architect from DOTMLPFI who was quickly added to the team and has performed such activities as

  • Continued coordination with relevant CIS Branch staff to gather information on the past, current and future architecture projects that have been produced to develop a baseline for our current status. Additionally, worked with staff members to unify existing architectures and to ensure common views and linkages are achieved. 
  • Expanded architecture discussions to include functional domain architect (OC2) to help standardize format and initiate repository development.
  • Architected CIS services from the NCIA service catalog for inclusion in the CIS Enterprise Architecture. Started linkages to supporting elements within the CIS framework.
